Huge amounts of money have been spent in recent years on the southern shore of the Thames between Westminster and Tower bridges. Tate Modern has been made out of the Bankside Power Station.  The Globe theatre has been reconstructed, there's a new City Hall for Ken Livingstone and the old County Hall has been turned into a hotel and art galleries. Not to mention the London Eye and the two new foot bridges across the river. It should all be marvellous, vibrant and groovy like Barcelona. But it isn't, at least not quite yet. For all the art lovers at the Tate and the foodies in Borough Market, there is still a blankness about the area. There was a murder last week outside the Festival Hall and the walkways are uncomfortable places, especially at night. The unfortunate fact is that London remains divided by the river and the south side is the poor relation, as it has been for centuries.
